Calvinism says God saves unbelievers. That is, salvation doesn’t come except as God grants it to the unbelieving sinner, and then belief comes as a result of salvation.
Arthur W. Pink, a prominent Calvinist, said in his book The Sovereignty of God, p. 73, “It is supposed that the Holy Spirit quickens only those who believe. But according to the Bible salvation is a result of belief (a sinner’s choice of Jesus Christ based on an absolute assurance that God has made an offer to him and that He will fulfill that offer.)
God saves believing sinners.

Which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God
Romans 4:20 - 24 He staggered not at the promise of God through unbelief; but was strong in faith, giving glory to God;
And being fully persuaded that, what he had promised, he was able also to perform.
And therefore it was imputed to him for righteousness.
Now it was not written for his sake alone, that it was imputed to him;
But for us also, to whom it shall be imputed, if we believe on him that raised up Jesus our Lord from the dead;
